What Are the Symptoms of a Volvo CEM Failure?
A failing or failed CEM produces symptoms that can look like a dozen different faults at once — which is exactly what makes it so frustrating to diagnose without the right equipment.
- No start / crank but no start: The immobiliser signal from the CEM is absent or corrupt, so the ECU refuses to allow injection or ignition.
- Intermittent no start: The car starts perfectly for days, then suddenly won't. Often blamed on the battery or starter motor before the CEM is suspected.
- Total electrical shutdown: Nothing works — no dash illumination, no central locking, no power windows. The CEM has lost its power supply relay function.
- Multiple warning lights simultaneously: ABS, SRS, TPMS, and engine lights all appear together. This is almost always cascading from a CEM communication failure rather than independent faults.
- Lights flickering or staying on: Interior lights that won't extinguish, headlights cycling on their own, or wipers activating without input.
- Central locking failure: Doors lock but won't unlock, or vice versa. Sometimes one side works and the other doesn't.
- Battery drain overnight: The CEM fails to put the car into sleep mode, so modules stay active and drain the battery.
Which Fault Codes Confirm a Volvo CEM Problem?
These are the diagnostic trouble codes most commonly associated with CEM failure, as read through Volvo VIDA/DICE or a high-grade OBD2 scanner with Volvo-specific capability:
- U010000 — Lost communication with Engine Control Module (ECM/ECU). Stored in CEM and other modules simultaneously.
- U010100 — Lost communication with Transmission Control Module.
- U010200 — Lost communication with Anti-Lock Brake System (ABS) module.
- U012800 — Lost communication with Steering Column Control Module.
- U014400 — Lost communication with Body Control Module (internally cross-referenced with CEM).
- P060700 — Internal Control Module Performance. Stored inside the CEM itself, indicating internal processor or memory corruption.
- CEM-0001 / CEM-0002 — Volvo-specific internal CEM diagnostic codes indicating power supply fault or internal reference voltage failure (visible only in VIDA).
- CEM-0010 — Configuration error. Often appears after a failed software update or when the module has partially lost its calibration data.
A key diagnostic indicator: if you clear all codes and they all return immediately, particularly the U-codes, the CEM itself is generating them rather than responding to faults elsewhere. This pattern is a strong sign the module needs repair or replacement.
What Actually Causes a Volvo CEM to Fail?
Several root causes are responsible for the majority of CEM failures we see come through our workshop in Enfield:
Is Water Ingress the Most Common CEM Killer?
Yes — water ingress is the single most common cause we encounter. On S40, V50, and C30 models especially, a blocked or cracked pollen filter housing allows water to track directly down onto the CEM, which is located in the passenger footwell. Even a small amount of moisture causes corrosion on the PCB, bridging tracks, and destroying mosfets and relay drivers. This often happens so gradually that by the time symptoms appear, the damage is already significant.
Can a Flat Battery Cause CEM Damage?
Repeatedly, yes. Deeply discharged or jump-started batteries produce voltage spikes that the CEM's internal voltage regulators and protection circuits can't always absorb. We frequently see CEM failures on cars that have had chronic battery issues — the two problems feed each other until the CEM gives up entirely.
Does a Failed Software Update Break the CEM?
It does. If a VIDA software update is interrupted mid-process — due to a loose OBD cable, a dip in workshop power, or simply a communication error — the CEM can end up in a half-programmed state. It powers on but cannot function correctly, producing the CEM-0010 configuration error and a cascade of U-codes. This is also one reason we see cars arrive having just left a dealer or independent garage.
What About Component-Level Hardware Failure?
Internally, the CEM uses a microprocessor, EEPROM memory chips, and a series of mosfets and transistors to switch relay functions. Over time — particularly on high-mileage or older vehicles — these components simply wear out or develop dry solder joints due to thermal cycling. On XC90 Mk1 and S80 Mk1 units, we see degraded processor connections that cause the exact intermittent no-start pattern owners describe.
Why Does a Volvo Dealer Charge So Much for CEM Replacement?
A new Volvo CEM from the dealer is a blank unit. It has no VIN, no PIN, no key data. Before it does anything useful, it needs to be programmed using Volvo's proprietary VIDA/DICE system — a process that takes 30–90 minutes of workshop time and ties the module to your car's specific identity. Add parts margin on a £300–500 unit, labour, and programming time, and you're looking at £800–£1,400 or more at franchised dealers across the UK.
Independent garages face the same problem: even if they fit a second-hand CEM, it either needs reprogramming (VIDA/DICE access) or cloning from your original unit. Without specialist equipment, they can't do it — so they refer you back to Volvo anyway.

How Do I Remove the Volvo CEM to Send It In?
On most Volvo models the CEM is located in the passenger-side footwell, behind a trim panel. You'll need a basic trim removal tool and a T20/T25 Torx driver in most cases. On P3-platform cars (S60 Mk2, V60, XC60), the module is typically behind the lower dash on the passenger side.
